There is some complicated language in there, but it can be boiled down to: an object will continue to do what its doing unless acted upon by something. The amount of force you get is proportional to how fast and heavy your object is. And the one most people are familiar with: equal and opposite reactions.
However language is important, and how language is used in these three laws is very particularly chosen, so if you assume something you are likely to assume incorrectly. Imagine you are in a room, you jump about, and drop something, and as far as you can tell you are on a planet in a gravity well, however upon leaving the room you discover you are inside a large ring and are not in fact experiencing gravity but centrifugal force a "fictitious" force. However from inside the wheel centrifugal force is as real a force as gravity.
The Drive
The Drive we built can be best understood as two systems, the wheel and the box. While the wheel is contained within the box, it is an open system due to the presence of centrifugal force, an "outside source" of force within it. So within the spinning wheel the water inside is pulled towards the rim of the wheel by centrifugal force. A valve cycles and a little bit of the water falls through the opening. If this was a solid wheel the center of mass would be out of alignment with the center of rotation, resulting in a "kick" in the direction opposite the flight of the released mass, but in our's the water flows to fill the void, balancing the wheel. The wheel now is spinning at the same rate, but has less mass, meaning it has lost some momentum. The equal and opposite reaction here is that the wheel is spinning with less force. In the solid wheel model mentioned above the issue of imbalance which causes the kick is a phenomenon separate from the third law. Our liquid filled wheel handily illustrates this.
The box is a simple impact model, the droplet leaves the wheel and hits the side of the box, imparting its energy to the frame, moving the whole assembly through space. Depending on your power to weight ratio this is either a mechanical anti-gravity device and/or a reaction-less space drive with a top speed determined by relativity.
